Partial Federal Shutdown Impact – Pause of FEMA-Reimbursable Hurricane Repair Projects

Here is the February 26, 2026, memorandum regarding the temporary pause of select hurricane repair projects that are funded by the City and eligible for reimbursement through the Federal Emergency Management Agency (FEMA) due to the partial federal government shutdown.

Effective February 25, 2026, the following projects have been paused:

  • Bayfront Park
  • Saprito Pier
  • Bird Key Park
  • Nora Patterson Bay Island Park
  • Indian Beach Park
  • Whitaker Park and Pier
  • Eloise Werlin Park

As detailed in the memorandum, current constraints on federal recovery operations create an elevated risk of delayed, reduced, or denied reimbursement if work proceeds during this period. The temporary pause is intended to protect the City’s fiscal interests while preserving the ability to resume work promptly once federal recovery functions are restored or upon direction from the City Commission.

State-funded and other federally funded initiatives — including the Van Wezel resiliency project, Whitaker Bayou Dredging, Hudson Bayou Dredging, and St. Armands resiliency projects — are proceeding and are not impacted by this action.

Staff will provide monthly updates to the Commission regarding federal status and any resulting project impacts. Should the Commission wish to direct the restart of any paused project, staff will provide a project-specific assessment outlining schedule implications and potential funding exposure.
