Mission Statement

The Coalition of City Neighborhood Associations was formed in 1990 to preserve and enhance City neighborhoods, to address the needs of neighborhoods and to stand in support of those needs.

Executive Board

Chair – Lou Costa

Current CCNA chair, past secretary, past Bird Key treasurer. Principal engineer with extensive experience in leading problem solving task force teams. Worked on the Apollo program guidance system with MIT and the Hawk & Patriot missile programs at Raytheon. Focused on working with the City to solve neighborhood issues, reaching out to new and less experienced neighborhoods, and supporting the development of an Urban Forestry Master Plan for Sarasota.

1st Vice Chair – Sue Stewart

Sarasota resident for 11 years, 4 years in the Rosemary District. Former member of the RDA board, neighborhood liaison with the Sarasota Police Department, homeless outreach and interest in creating a welcoming presence for all in the district and city. Co-Chair of United Way Suncoast Sarasota Board. Focus areas: equity and inclusion, public safety, affordable housing, open communication within the city and her neighborhoods.

2nd Vice Chair – Eileen Normile

Current DSCA president and past board member, former Planning Board chair, former City Commissioner, Independent Police Advisory Panel member, Metropolitan Planning Organization citizens advisory committee member. Former prosecutor’s office attorney and professional journalist with CBS Radio and Television Broadcasts, Ltd. Focused on city planning, traffic/transportation, and importance of communication.

Secretary – Tony Smith

Current Park East Neighborhood Association president. Busy in acquisition, restoration and management of rental properties for working families. Focused on preservation and expansion of affordable housing in Sarasota. Thirty-five-year career in telecommunications and IT.

Treasurer – Charlie Nagelschmidt

Member of Broadway Promenade Association, college professor of business management and entrepreneurship, mentor for small businesses, extensive IT background, director of financial accounting systems. Focused on Sarasota as a quality place to live, keeping neighborhoods intact, and enhancing park and recreation facilities.

D1 Representative – Richard Harris

Current Bayou Oaks Neighborhood Association president, engineer and physics background, teacher of math and electronics, Committee Chair for West Avenue Improvement Association (Richmond, Va.). Focused on community and police relationships, planned growth along the North Trail, and affordable housing.

D2 Representative – Dan DeLeo

Current Cherokee Park president (7 years), major contributor to this year’s CCNA Candidate Forum, broad legal experience, numerous non-profit affiliations, sees the opportunity for more neighborhood impact on Sarasota

D3 Representative – Norman Dumaine

Current CCNA D3 representative, past treasurer, current Glen Oaks Estates president (7 years), Citizens Academy graduate, member of several city advisory committees on Bobby Jones, extensive experience in education, advocates for preservation of open spaces, conservation, and trees.

Past Chair – Carl Shoffstall

Current CCNA past chair, served three terms as chair, sixteen years of commitment to CCNA, Lido Key Residents Association president, PREP Board chair, Sarasota Parking Advisory Committee member, championed the restoration of Lido Beach and renovations to the Lido Pavilion. Owner of a construction company (40 years). Licensed Pool & Spa contractor. Brings an extensive knowledge of city planning and zoning issues to the Executive Committee.
